Compliance Assistance

With the passage of the 1996 Safe Drinking Water Act Re-authorization, smaller water systems are faced with increasing levels of regulation. We can debate the utility of all these new regulations. The fact remains that the regulations are in place and those providing drinking water must comply with them.

NWS has the expertise, resources and relationships to assist small systems with their compliance problems. We know the regulations, we know the regulators, we know the solutions and the processes by which those solutions are implemented. We also know which pump and drilling companies, which underground contractors, and which equipment suppliers, will provide water systems with the most applicable equipment and services at the most reasonable prices. We have the engineering and design personnel on staff to ensure that the planning is accomplished with an eye for economy, efficiency and ease of maintenance and operation.

Containing costs is one of our primary objectives. We will not cut corners or try and evade regulators, but we will strive to find the most cost-effective solutions over the life of the water system. We have learned that the cheapest solution may not be the least expensive. We are extremely sensitive to the budget constraints of small water systems.

We can also assist in determining where the revenue to pay for upgrades will be gathered. One of the lessons we have learned is that the resources to pay for upgrades often exist within the community, given sufficient time. We try to dissuade systems from debt financing, but can assist in finding that financing if no other way exists. We strenuously discourage systems from seeking government financial assistance. But, again, if there is no other alternative, we can assist in the application process.
